MEETING EARLY CHILDHOOD NEEDS EDUCATIONAL PROGRAM
Québec’s Meeting Early Childhood Needs Educational Program refers to to ECE as ECS (Educational Childhood Services) and outlines three key goals:
- “Ensure the health, safety and well-being of the children in their care.”
- “Provide an environment that supports young children’s overall development.”
- “Help prevent overall developmental difficulties and promote the social inclusion

Québec also follows an Educational Success Policy Framework which includes visions and values for education from early childhood to adulthood. These values includes:
ECE certifications:
- Qualification requirements: Four year degree – Education
prescolaire et primaire. There are mandatory practices in
kindergarten and elementary.
Le Bloc Québécois:
The in power Bloc Québécois agrees with Bill C-35’s support for official language minority communities. The party’s key focus is the perseverance of French as the province’s majority spoken and taught language in ECE.
